There haven't been any functionality changes to mod_usertrack
between Apache 1.2 and 1.3.  Specifically, mod_usertrack in 1.2.6
and 1.3.0 does not set a Domain= value.  

Can you check to make sure that you are receiving two cookies?
The easiest way to do this is to write a simple script on your
1.3.0 server that dumps it's environment and look at the HTTP_COOKIE
variable.
