One more clue...
I took the tar from the AIX4.3 machine, copied it to my linux system,
(slakware 2.0.30 on p90 Intel), untarred, compiled it with the same
options.
EVERYTHING works, including access.conf, and the error below didn't
happen.

Also, after adding server-status module and recompiling, the following:
