 What can I say, I agree with everything he says.
 
 The default apaci directories are quite confusing and nonsensical when you
 install Apache in its own tree, with extra levels added for fun.
 
 but, the argument for adding it was always that "oh, it is optional so it
 can't hurt a fly so there is no reason to not add it" so...

 Er, you have a (pretty complex) product, you have two separate mechanism fo=
 r configuring the product. The two mechanisms have (essentially) the same n=
 ame, but have different behaviours. What's wrong with this picture :-/
 
 Anyway, for what it's worth, I dunno anything about stuff being hacked on t=
 op, I just followed the instructions i.e. gunzip, tar, README, README.confi=
 gure... and ended up with the "SVR4 style" etc, var, share layout. It actua=
 lly seems overly complex to me, I preferred bin, conf, log...

 No.  It should be the conf directory.  That is the
 standard setup if you use Configure.  If you use the new hacked-on-top
 configure, then it can be anywhere you feel like with defaults
 that are sometimes odd or different.
