 Yes.  In fact, I have tried these combinations in access.conf,
 all without success:
 1)AllowOverride AuthConfig in BOTH document root AND the specific
 directory in which .htaccess resides.
 2)AllowOverride AuthConfig in document root only.
 3)AllowOverride AuthConfig in specific directory only.
 
 While none of these choices work with apache_1.3.1, apache_1.3.0
 correctly handles the directives in .htaccess with either (1),
 (2) or (3).
