Synopsis: HTTP/1.1 : No HEader, if apache get's an invalid request as second State-Changed-From-To: open-closed State-Changed-By: marc State-Changed-When: Thu Sep 17 10:49:45 PDT 1998 State-Changed-Why: You are sending an invalid request. Because this is an invalid request and because of the way Apache deals with headers, Apache probably won't see the HTTP/x.x at the end of the line, meaning it defaults to a 0.9 response which includes no headers. I really don't see the problem with this.
