I made a little modification in order to let the user know they're trying to
access a charged site.In this case, I will call ap_proxyerror(r, 
HTTP_FORBIDDEN, "The IP you are accessing is charged");but the user can not see 
the message "The IP you are...." in his/her browser.Why?
