Greetings,
Which printable format is better for most users? PS or PDF? Or is it
acceptable to print HTML sections from a browser? I'm trying to choose an
appropriate format for the IBM documentation that supports the Apache server.

No, for Apache 1.0 (and 1.1?) there were those manuals generated out of the
HTML files. But after this time we only have the HTML files and PS or PDF
versions were never created again. Hmmm... I would like to see PS versions
again, too.
