I struggled for a few hours with this one...
If your CGI scripts won't execute, but display the contents of the CGI
scripts,
make sure you have the line:
ScriptAlias /cgi-bin "/usr/local/apache/cgi-bin"
But don't include the line:
Alias /cgi-bin "/usr/local/apache/cgi-bin"
