And the answer is:

If there are ANY translations available, there should be NO
bare-named files.  That is, we retain foo.html until we get
a translation, at which point it gets renamed to foo.html.en
and the translation to foo.html.jp (or whatever).

That's how it's supposed to work.  We can rename all of the
bare files to .html.en now and avoid having to do it in the
future, or in a just-in-time way.
