I happen to have my browser (IE5) language preferences set to first en-gb then second ja (odd I know, but I've been testing language preferences on our own servers here). As a result of a web search I arrive directly at: http://httpd.apache.org/docs/mod/directive-dict.html and it comes up in Japanese. According to my understanding of expression of language preferences if en-gb is not available then it should first try en before going to my second preference of ja. Thanks for listening!
