The docs for mod_negotiation say a number of different ways that the module attempts to send to the client the document best suited to the client's requirements. However, at no point does it indicate how it goes about determining what the client's requirements actually are.
It's my understanding that this determination is based on the <samp>Accept</samp> header sent by the client, but I am not at all sure of this.
