Hi Barry,
        I'm a newbie, as I just got my FPSE installation working about 2
weeks ago. But I would recommend using John Spence's sample httpd.conf to
rule out any variances in httpd.conf. Improper httpd.conf settings can cause
a lot of pesky problems that are hard to ferret out. In my case, I had a
stupid little directive that I had put in for security reasons that kept my
subwebs from working properly.

/var/www/html except the directories.
