Yes, /var/logs/httpd is chmod 755 (drwxr-xr-x) owned by root:root
The fpcgisock within is chmod 700 (srwx------) owned by apache:root

I wouldn't have changed this. Intentionally.

(As an aside, what is this "socket" file type and why is it in the log 
directory?)
