Hhm... Do you may have concurrent APE processes? E.g. when you do "top -u daemon" do you see more then one APE process?
Can you connect to port 6969 on localhost using a ssh-tunnel? Have you tried with lastest APE version on github? Have you tried the Test Page on ape.automatedemailer.com?
