What about an APE server sockets (namely "sockServer") ?
It is possible to bind it to a specific IP (in your case, localhost). Thus the socket will remain unreachable except for your apps running locally on your server (typically your PHP scripts).

Then, it is quite easy to make your PHP script connect to the APE using a regular TCP socket and send some data.
