Thanks!  The problem was indeed the modules and scripts directories
being in the wrong place. I looked at the generic binary download's
directory structure, emulated it, and the test now passes!

I augmented the Makefile (and a few other files) in a fork on github:

In brief, "make install" will now create something that resembles the
"Linux generic binary" files as distributed on the APE Download page.
(But it installs to /opt/APE_Server/ instead of /usr/local/. Y'all
might not like that.)

I hope you like what you see, and that you'll grab (pull?) the changes
over to the original HEAD.
