week 9: Implementing bootstrap resampling.
I think Felipe already implemented bootstrap resampling in
apertium-eval-translator

week 1: I plan to document the project and ask questions. Communicate
with other developers to see what testing output would like to receive
exactly (for example the structure of the logging files).
week 2: Design the structure of the project more accurately (classes,
methods) according to the documentation.

GSoC includes a month (the community bonding period) for such things.

Also, your proposal has no real information of what exactly it is that
you plan to implement for testing. You mention '.multiform,
.multibidic and .tagmismatch files' but not what they are, where you
intend to get them, etc.
