This works for me:
ant -Dplatforms.default_platform.home=/usr/lib/jvm/java-6-openjdk/ jar
Did you check that your <path_to_JDK_home> is correct?

BTW, why do you want to run apertium-pack ?
If you just want to test it locally thats not needed. For example
apertium-viewer can run your pair if you just point to the development
directory. No installation of anything required.
