Nope, unfortunately not. The PPA is not even likely to work for
Debian-prime - PPAs only work for Ubuntu derivatives.

Well, if done right, you can reuse the scripts that make the PPA sources
for making a Debian source package.

Maintaining packages for inclusion into the Debian repository is a stupid
amount of work, lacks documentation, and is overall just not as easy as it
should be. You need to adhere to every guideline, license, quality
assurance, and whatever else they think of to make it more Debian-esque.

Maintaining a PPA is as simple as running a script that pushes your latest
sources to Ubuntu's Launchpad service, which then builds it for all
supported Ubuntu distros. You can update the packages multiple times per
day, if you so desire, and it works very well.

For the end-user, anything in the Debian repo will be available for all
Debian and Ubuntu derivatives without needing to do anything extra, which
is obviously great.
PPAs are harder to use, but still only require the end-user to run a single
"sudo apt-add-repository ppa:user/repo" before they can get the packages.
