The "official" link is indeed behind a paywall for me too.  But doesn't even 
Springer allow authors to have preprints of their own papers on their own 
websites?  That is, if you replace the published version by the final draft, 
won't that square the circle? ( If Springer doesn't allow even this, then I 
think a more important question of principle is why an open-source MT system 
is publishing an overview paper in such a journal.)

I'd be surprised if it were Jim's intention to seek to replace either the PMC 
or its very effective President!  He is "picky" on licensing, which is a good 
thing, and he was, I think, trying to avoid having the Apertium well poisoned, 
even inadvertently, which is also a good thing.  Perhaps writing a protocol 
for future issues of this kind would be better than having an election?
