I had a thought that is semi-related to that. It would be interesting to push apertium into the free software desktop space - GNOME/KDE etc. Being able to right-click a piece of English text on a partially-translated application or some email/chat/etc text you received and get an understandable text in your own language could be very useful. There is a lot of expertise with dbus in the free desktop space which could solve that part of the problem if approached right.
