Dear Joseph, thanks for your interest in Apertium. According to our bylaws (http://wiki.apertium.org/wiki/Bylaws):
"Developers are volunteers who are contributing time, code, documentation, or resources to Apertium. A developer that makes sustained, welcomed contributions to the project may be invited to become a committer, though the exact timing of such invitations depends on many factors" Therefore, before the Project Management Committee grants you commit access, you have to show us how you are currently contributing to Apertium, and more specifically how it relates to existing Malayalam and Hindi material in Apertium.
