I believe you're passing the wrong directory to apy, e.g.
/usr/share/apertium instead of /usr/share/apertium/modes (and this is
made worse by the fact that some language pairs have a Makefile bug that
installs bad modes files to places like
/usr/share/apertium/apertium-eo-en).

So try

$ python3 ./servlet.py /usr/share/apertium/modes
