I suppose, Francis is suggesting moving those <!-- --> comments into xml 
structure so any element that may ever need them would have them as an 
attribute, e.g.,

<let> <!-- el nombre del chunk serà sp, que no estarà enllaçat amb la 
posició 2 (pq no té valor per a l'atribut nbr"-->

would become

<let c="el nombre del chunk serà sp, que no estarà enllaçat amb la 
posició 2 (pq no té valor per a l'atribut nbr">

I think, `rule' elements already seem to have `comment' attribute, e.g.,

<rule comment="REGLA: ON NUM MONTH YEAR  (On 8 July 2010 → el 8 de julio 
de 2010)">
