Hi Ryan, 

I am not a member of the Apertium development team, so I cannot speak
for them, but I am a committer in other open-source projects (Okapi,
OmegaT, DKPro TC) and it is from this perspective that I'd like to point
out the following: 

Open-source development projects are usually based on the values of a
meritocracy. That is, good things come to those that make contributions
and the relative value of contributors is determined by quality and
quantity of these contributions. In other words: One does not simply
request commit access. Instead, you should work on helping the project,
submit pullrequests with your code, hope to have them accepted, and
maybe eventually the maintainers of the project will invite you to
become a committers. Being a committer goes along with a lot for
responsibility for the quality of the project, so it is usually not
something that is granted easily.
