I quickly looked at this pair. The bilingual dictionnary translates a little more than 2100 words where for a realeased pair, it is often between 20000 and 50000.
The most change on this pair was on th 11 of October 2019, but I don't know if this change was specific to this pair or a general change for a lot of pairs. You can eventually email to the person who did the last changes on dictionaries or transfer files (suffixe .dix and .t1x), to know if the developper wants to work again on it.
