Hi,
If you look at the page
https://wiki.apertium.org/wiki/Apertium_New_Language_Pair_HOWTO
you will get the details on how to adopt a language pair and add
dictionaries and transfer rules for a  bi-directional translation system.
If you want to adopt a language pair, I would suggest getting used to the
Apertium pipeline and try writing some basic rules for translation
(Apertium is a RBMT system).
