Before Joe Hockey’s access card project spectacularly blew up he was
able to convince Cabinet colleagues with a promise to deliver the Howard
government its services white whale.
Cabinet documents, unsealed this month after a 20 year wait, show how
the then services minister presented the shift to “smart cards” as a
fraud busting, ‘tell us once’ nirvana that could also help control
welfare recipients and refugees.
The so-called access cards would add a small chip capable of storing
information to the then standard magnet strip versions, giving holders
“electronic keys” for services and a portable digital health record.
