This may be the "change" he was tallking about during the campaign. In the past only Congress had the power to write legislation setting management goals for the auto makers. How much smaller cars will have to be to meet the govt's new standard is strictly up to the engineers at GM & Chrysler. This "change" will cost buyers $1,600 plus tax.
