For the CHIEF as these tubes can be at all city and county filling points and STORAGE of bags (I put some 3,000 under the Emergency Room Tampa General Hospital back in the 80's. Once USED they should be inside KITCHEN TRASH BAGS and stored out of the sun on private property for the next FLOOD as they will stay inside the plastic sandbag provided WITH PLASTIC GARBAGE BAG keeping sunlight away thus preventing deterioration and re-use. HOME DEPOT TOY BOX SAND and even DIRT inside similar bags stacked will work. Ralph C.
