Hi Geoff, the ability to retrieve a regional species checklist has been requested various times already and is logged as an issue in our system here: http://dev.gbif.org/issues/browse/POR-242
It is not implemented and right now this feature is not on our immediate priority list. But it is recognized as a very useful addition to our current services. I have added your filtering ideas as comments to the issue which sound very useful to me.
