Dear Members of the Community,

Greetings !

Shyam and I are encouraged to note that the continuity of the PPAC session has 
been ensured. Many thanks to APNIC EC and especially Akinori San.

However, we would like to place certain facts in view of the developments so 
far:

a)      The Chair and Co-Chair never communicated to APNIC for cancelling the 
PPAC session at APNIC 38.

b)      We in fact communicated our inability to attending due to certain 
reasons and sought clarification from APNIC Secretariat about the possibility 
of holding the session (PPAC and BoF combined) remotely.

c)       Somehow we did not got a response on the possibility to conduct the 
session remotely for couple of days.

d)      A day before the scheduled session, we were informed that the session 
has been amended to a BoF session.

e)      Further Secretariat have discussed internally to recommend to EC that 
they proceed with the idea to recommend community to form a Co-operation SIG.

f)       At APNIC 37 there was a decision made during the PPAC session to send 
the draft by laws to EC for their approval / ratification so that the same 
could be finalized.

g)      We note that much before the EC could review and approve, the draft has 
been further amended for Co-operation SIG.

h)      In our view the draft changes / modifications should have been 
discussed with the Chairs/Co-Chair and the sub-committee before presenting to 
the BoF. This was somehow missed.

While there is an effort underway to get the charter or Co-operation SIG 
approved at today’s AMM, we think it is equally important to have a prior 
discussion with Chair / Co-Chair on the "future modalities".

We had initial discussions and are sure we will be consulted ‎in finalisation 
of the forum going forward in that capacity.

Allow me to crossposting.

Thank you those of whom participated in PPAC/BoF Cooperation SIG on Tuesday.

I presented the EC's proposal and had several constructive responses which I 
really appreciate.
We with Secretariat revised the charter to reflect the points presented there.

Among them, I'd like to highlight on Naresh Ajwani's point:
The origin of PPAC activity was the proposal for GAC: Government Advisory 
Committee for APNIC in the wg-government before it was renamed into PPAC.

It would be wrong If you think the progression of government -> public policy 
-> cooperation as our intention to reduce the involvement from government 
segment.

the selection of the word "cooperation" came from RIPE's "cooperation working 
group" which the EC modeled after.  We definitely recongize the need to engage 
government segment for the discussion of broader issues
on the Internet.   We pretty much expect that SIG will get able to
gather government people.   It will be the working item for APNIC which
is not limited to the SIG.

I will be very happy to have your comments before AMM on line as well as during 
the AMM when the BoF report!
