The NRO has traditionally made an annual voluntary contribution to ICANN on 
behalf of the RIRs, in support of ICANN’s work.  While this contribution was 
originally agreed as a percentage of ICANN’s total budget, it was fixed in 2005 
at the calculated level for that year (USD 823,000 per annum), and it has 
remained at that level since then.  

This contribution is not contractually agreed, but was confirmed in an exchange 
of letters between the NRO and ICANN in 2007:

The percentage contribution from each RIR towards NRO expenses is determined by 
a formula representing relative RIR activity levels.  Until 2012 this formula 
comprised a weighted average of IPv4 allocations and registration services 
revenues;  but since 2013 it has been based on registration revenues only (due 
to the exhaustion of IPv4 address space, which started with the APNIC region in 
2011).  

The historical distribution of RIR contributions, which is also applied to the 
ICANN contribution, is as follows:
