Cloud Innovation has 6 million++ AFRINIC IPs, and rents them to networks around the world, mostly outside Africa. There is no policy in the AFRINIC region which prohibits this. A plain text reading of the bylaws, the RSA, and the CPM of AFRINIC contains no prohibition against this use of addresses. Cloud Innovation broke the AFRINIC service agreement because IPs are allocated to responsible network operators, not to brokers who sell or rent to almost any other people including criminals. This accusation is baseless and built upon a false premise. When AFRINIC announced to take the IPs back, Cloud Innovation sued them and blocked their banking for months to cause most damage. Last month Cloud Innovation lost the courts case, now we hope AFRINIC will take the IPs back again for proper use for people in Africa. Actually, last month, Cloud innovation lost a single appeal which does not change the status of the main case. The ruling was extremely narrow in scope and essentially ruled the appeal in question moot on the basis that a subsequent injunction had already granted the relief sought in the appeal. As such, it does not provide a basis for AFRINIC to act as you suggest. Lu Heng has been paying young people to attend AFRINIC meeting to support him, through "Larus Foundation" fellowship, which is just a lie. He sues AFRINIC community people for defaming him in mailing lists, just to make them shut up. He is no friend, he is fighting Afrinic any way that he can. Actually, foundation fellowships are conditioned on participation, but fellows are free to speak their mind and there is no coercion or inducement to support any particular position. AFRINIC is not perfect but its getting better. I've been observing AFRINIC for many years. It was getting better briefly, but it has again run completely off the rails with the board becoming progressively less responsive to the community, less accountable, and with decreasing transparency, including failing to publish any minutes at all for at least one board meeting last year. Even when minutes are published, they are significantly less than would normally be expected from such a body. Mr. Lu Heng is breaking the rules and costing a LOT of money and trouble for AFRINIC members and other Rirs too. You are entitled to your opinion. Do you have any evidence at all to support this claim of supposed rule breaking? Perhaps it is AFRINIC breaking the rules here in trying to terminate a member and destroy his business without merit, costing a LOT of money and causing a lot of trouble for Cloud Innovation.
