Summary of feedback from the ICP-2 Review webinar of 21 October 2025

On Tuesday, 21 October 2025, APNIC Members and the community joined the
ICP-2 Review Webinar with NRO NC members for the Asia Pacific, Akinori
Maemura, Nicole Chan and Di Ma, to further discuss the revised version
of the ‘RIR Governance Document’ (RGD):

Below is a summary of some of the questions and feedback raised during
the discussion. Please note that this high-level summary has been
prepared by the APNIC Secretariat for the benefit of those unable to
attend.
Summary of questions and feedback

One participant raised a question about how the RGD addresses situations
where resource holders and the community within an economy wish to
change their service region.
In response, Akinori Maemura noted that the RGD does not currently
contemplate such scenarios. Nicole Chan added that the document only
outlines the recognition of new RIRs. The participant observed that
regional shifts are not considered in the RGD and suggested it may be
prudent to anticipate a future where, for example, a Middle Eastern RIR
could serve economies previously under AFRINIC or RIPE.
Akinori Maemura pointed to the establishment of AFRINIC as a relevant
precedent, demonstrating that a new RIR can be formed when there is
strong regional consensus and community support.
Another participant provided a summary of the ICP-2 Review session held
at the recent RIPE 91 conference. They noted it was a productive
discussion, with ongoing questions around the unanimity threshold and
related provisions, which the NRO NC will continue to explore.
The concept of ‘good faith’ also emerged as a discussion point,
specifically, its definition, who determines it, and the processes that
would apply if an RIR were deemed not to be acting in good faith.
There was also a suggestion to conduct a form of ‘stress testing’ on the
governance document to assess its robustness and enforceability.
Akinori Maemura concluded with a brief overview of the African Internet
Summit 2025 (AIS 2025), noting that compliance with the RGD was
highlighted as a key concern among participants.
