Generate NamespaceValueHolder into Generated Resource

This will provide the implementor with easily accessible namespaces for the
specs...
This should be implemented in the ServiceProperties class, which should have a
method to return the full
public static final member field.
This operation would be used in the Velocity template to "drop in place" at the
top of the generated resource src file.
**Note...we do not want to add a "getter" for this field since this will be
leveredged in Hermes and the NamespaceValueHolder interface will be extended in
that project to add namespaces for the wsn specs...thus the generated line will
be different if generated from hermes....
