Since you're already familiar with the requirements for ARB, that's probably simplest. And, it's only for one Ubuntu release cycle, so it might not be worth learning a new process. If you want to do that, start now, get the Tickr package up in your PPA compiled for Oneiric. Since the ARB already reviewed and approved the package when it was called News, the review process should be straightforward.
But, if you expect that you'll often want to make updates to Tickr in the middle of an Ubuntu release cycle, it's worth learning how backports work. Backports are the standard way to provide an updated version of a package for older versions of Ubuntu, when that package is already in Ubuntu.
