I'm not using skype, but I have a comment on the patch nevertheless ;-)

KDE on openSUSE uses ~/.kde4/ - what about
owner @{HOME}/.kde{4,}/share/config/kioslaverc r,
(Note: I don't know if skype is clever enough to check ~/.kde4 ;-)
