I use neither so I can merely share the basic info I have in hand: The Debian CI (aka. ci.debian.net) that runs autopkgtests currently uses LXC. LXD is not in Debian. I'm told that packaging it in a way that meets the Debian Policy standards is a doable, but non-trivial project. Clément Hermann started to work on this a few months ago but I doubt it'll be ready in time for Buster. So I don't see core Debian infrastructure switching to LXD soon.
