Todo has the ability to sync with both Toodledo.com and RememberTheMilk.com. Both of these services have the ability to set up an email account you can forward email to and they will create tasks from the emails. Those converted tasks will then sync down to Todo.
You may even be able to set some automated process outlook that will automatically place a subject line prefix on them for the task name and forward them to the email account so they show up as you want them in Todo.
