Here's how I do the very thing you mention above:

In Toodledo you do the following:

1.  Create a search that finds all tasks that were due prior to
"today" and that are still unchecked (I might have the "lingo" a
little off, but you get the idea:  the search has these two criteria
at least, and might have others if you only want to involve certain
folders, etc.)

2.  Once the above search finds all the old-and-uncompleted tasks, do
a "multiple edit" on the found group by changing the dates all to
today's date.

You're done!  It's pretty easy and works well.  It also gives you a
chance to look over the tasks that you found in the search and check a
few off.
