Todo doesn't ever remove completed tasks from Toodledo. Todo has a limit as to how long it keeps completed tasks which can be configured in settings. When a task reaches that limit, Todo removes the local copy but does not remove it from Toodledo. If you change the setting to be longer, Todo will pull the completed task back down from Toodledo.
