It sounds like your campus routers may be filtering out the bonjour ( http://www.apple.com/macosx/technology/bonjour.html) network traffic used by Todo and Appigo Sync to connect to each other. You may want to talk to someone from IS&T at your campus to see if they are filtering bonjour.
