Ok,

1. Create "New Project" Task. Type = Project. Due, Today. Repeat Daily
from Due Date.
2. In the project Click + Create "New Plus Task". Unable to set a
repeat.
3. Outside the project Click + Create "New Repeating Due Sub task" Due
in a week. Repeat Weekly from Due Date.
4. Outside the project Click + Create "New No Repeate Due Sub Task"
Due in a week. No repeat.
5. Move #3 and #4 into new Project.
6. Check off the project.

On the next iteration of the "New Project"
New Plus Task is Gone.
New Repeating Due Sub Task is due 8 days later. (Correct 7+1)
New No Repeat Due Sub Task" is also due 8 days later (Correct? 7+1)

So it seems that when you move a task into a project, the tasks
previous repeat attributes are irrelevant. That isn't immediately
apparent. I think that was my confusion.

The Plus Tasks are not working though, at least I wasn't imagining
that. ;-)
