First off, thanks for increasing the number of days to 99 in repeat every x days. I suppose it would be nice to have 366 but doing multiples of weeks is sufficient.
The reason for needing more than 31 as a repeat is actually a workaround. Often, I want my quarterly, semi-annual, and annual tasks to repeat on a specific day rather than on a specific date. I have lots of repeating tasks that I do on weekends. Currently, repeats greater than a week are by date, except for repeats of a specific day of a month. How about allowing us to specify whether the repeat is by date or by day. So if I want a quarterly repeat and I specify by day, Todo figures out the closest date that gives that day. Alternatively you could expand "the X day of each month" and allow us to specify how many months. So it might be the first Saturday of every 6 months.
