I can't tell you what ToDo is about to do, but the Toodledo App has badge updates.
Honestly, I don't know how ToDo can possibly include automatic badge update unless Appigo provides an on-line service (like Toodledo and RTM) that sync's with its iPhone App, or strikes a deal with Toodledo or RTM.
