I am very disappointed that I received no help or even a response from Appigo Support on this problem.
I post this work-around/solution for whatever help it may be to others with a similar problem. After playing around a bit, I decided to delete the file ~/Library/Application Support/Appigo Todo/ AppigoTodo_v2.sqlitedb, after fist exiting Appigo Sync. Then, on my iPhone device, I went to Settings->Synchronization->Advanced->Reset Synchronization Data, which removed all todo items on the device. The I restarted Appigo Sync, and performed a synchronization on the device. This properly synced all my todo items to my device.
