Thanks for contacting Appigo. If you are syncing with RemembertheMilk.com, then you will not be able to add Contexts in Todo. This is caused by the way RemembertheMilk.com handles Contexts. If you wish to add a context to Todo, then you must enter it into RemembertheMilk.com as a location. That location will then become a Context in Todo after you sync.
