I filter on a tag which makes the Focus list empty (because none of the tasks tagged with that tag are in the Focus list). My badge count is set to show the size of the Focus list. When I exit the app, the badge disappears.
I think, filtering should not affect the badge. When you're in the app, you see what you filter on, so you know you're leaving stuff out. Outside the app, it's not at all obvious.
