I've experienced the same issue but there is a work-around. 

The task that is created from the Outlook Mail folder is Rich Text or HTML 
content and won't sync to the iPhone unless you change the Outlook Mail task 
to "text" only. 

This can be accomplished by going to the Outlook Tasks Folder and viewing 
the contents as as a TODO list, then dragging and dropping the entry to the 
TODO Category Folder of your choice(Home. Work etc.).  This will convert it 
to a text only entry, which will sync with your iPhone. You will now have 
two entries in the TODO List, delete the one you don't want, ...but remember 
that the text only entry is the only one that will sync. with your phone.
